Under the organization, the Foundation for Ecological Recovery (FER), and with 20-year of experience in civil society networking, encouraging alliance and capacity building in environmental issues in Mekong region, the MEE Net Coordinating Team initiated the Mekong Energy and Ecology Network (MEE Net).
The network is based on the premise of horizontal expansion, emphasizing the need for collaboration. MEE Net seeks cooperation with organizations and networks including individuals, in 6 countries: Burma, Cambodia, China, Laos, Thailand and Vietnam. The network works on energy, especially power sector issues, and is continuing to be developed among existing MEE Net partners with facilitation from its coordinating team.
MEE Net Partnership Partnership/membership to MEE Net is not limited by any formal application, eligibility requirements or conditions. The coordination and cooperation among the organizations, networks and individuals automatically implies that they are MEE Net partners.
Planning and Decision Making Process According to an ideology based on inclusiveness and fairness, partners have equal rights in making decisions and giving recommendations. During the first stages of MEE Net’s establishment, the decision making process and planning were conducted by the MEE Net Coordinating Team. However as of 2009, this decision making process has been based on partners’ decisions at an annual meeting. The overall advisory process on project selection and implementation is made by the MEE Net Focal Points, comprised of representatives from MEE Nets partners in each country. Each country’s representative was selected by the country’s participants at the annual meeting.
Since 2009, MEE Net Coordinating Team has developed a MEE Net structural concept to become a practical process.
During the MEE Net annual meeting in October 2009 in Bangkok, Thailand, a brainstorming session was organized to collect MEE Net partners’ recommendations and proposals for MEE Net power action plan for each country. Ultimately, MEE Net improved these plans to create the MEE Net Regional Action Plan for the Year 2010. At that meeting, the first MEE Net Steering Committee was also established.
In 2010, the annual meeting was organized in Hanoi, Vietnam on 18-19 August. In a collaborative process among MEE Net partners an action plan was developed for 2011. During the meeting, participants also decided to rename the steering committee. Instead of Steering Members, focal points were created instead. As a result, the current structure of MEE Net is below:
